October 14 Meeting Minutes

GNARC Meeting Minutes 10/14/26

Present Virtually (12): Hugo AA1XV (President), Jeff KB1C (Recording Secretary) , Dave N1DPD (Treasurer),  Rich K1CYW, Jon (AI1V), Peter KC1PWH, Peter KC1TMT, Paul W1PPL, Steve K1RF, Toy K1WYQ, Tom (KB1FBN), Thracy (KC1NLX)

Business Meeting: called to order by Treasurer David N1DPD at 7:31PM.

Minutes from the last meeting were approved.

Old Business: David thanked Steve K1RF for repair of his Antenna Analyzer.

Treasurer’s Report: by  Dave N1DPD: we have a paid membership of 65.

Paid expenses this month included a state registration fee. Website fee, and insurance bill coming up this month.

New Business: Repeaters are still working, being used for Tuesday night ARES net and Wednesday night club net. We’ve been in contact with the owner of the Tower site, and need access to our equipment. Meshcore seems to be getting more action with more repeaters up and running in the area.

Planning for our Holiday Party needs to get underway. Laurel Athletic Club (site of past parties) is being sold; we could rent the building but their catering is no longer available so we’d have to provide that separately. We will explore finding a restaurant that can host us, as has been done in the past.

Planning for our election of officers for next year needs to get underway. Any club member in good standing who is interested in running for President, VP, Treasurer, or Secretary should contact Toy (who is heading the Election Committee) or one of the current Board members. Nominations will happen at the November meeting next month. Voting will take place in the first meeting of 2027, since there is no December meeting. We have in the past voted at the Holiday Party though.

A related new business item was brought up…can members who will be out of state during the winter months vote for new officers by email or otherwise online? Cursory examination of the club By-Laws revealed that there is no provision for this currently, though there is no language explicitly prohibiting it. Last year we did allow votes by those zooming in.

Some current language: Any individual interested in the activities may become a member upon payment of dues. Each member shall be entitled to cast one vote at any annual, regular or special meeting.

It seems essential that we amend our By-Laws to handle this situation. The procedure is:

These bylaws may be amended by two-thirds majority vote of all members present in good standing at any annual. regular, or special meeting of the members… providing, however, that the amendment or summary of the substance thereof is set forth as a notice to the members prior to such a meeting.

It was agreed that a proposal to amend the By-Laws would be distributed to the membership this month, so that at the November meeting we can vote on it, to have it in place (if passed) for the voting of new officers for next year.

A related issue that surfaced in the By-Laws  is :  at each meeting of the members of GNARC, a quorum shall consist of 20% of the membership in good standing.

Should we consider establishing a procedure for suspending this if we need to vote and don’t have a quorum, or perhaps another amendment to the By-Laws reducing the required percentage?

The final new business item was an inquiry about the status of our former 440 repeater which was converted to a DMR repeater and is believed to be currently maintained by N1PLH. There is also a frequency pair that went with our DSTAR repeater at Norwalk Hospital which is no longer in service. We must investigate how to avoid losing these frequencies.

A motion to close the meeting passed, and we adjourned at 8:27PM

Respectfully submitted, Jeff KB1C, Recording Secretary
